Hibiscus and Bays Local Board Plan 2023
Our local board plan is a three-year strategic plan that guides local board activity, funding and investment decisions. It also influences local board input into regional strategies and plans, including the Auckland Plan (the 30-year vision for Auckland), our 10-year Budget (long-term plan) and the annual budgets.

The local board agreement sets out the local board's budget and funding for activities and performance measures for the financial year.

Hibiscus and Bays Local Board Emergency Readiness and Response Plan
In November 2024, the Hibiscus and Bays Local Board adopted the Hibiscus and Bays Local Board Emergency Readiness and Response Plan. This plan was developed with
Auckland Emergency Management with input from the wider community.
The plan provides people in the Hibiscus and Bays area with advice and information about:
- local hazards
- preparing for emergencies
- responding during emergencies.

Hibiscus and Bays Local Board - Joint CCO Engagement Plan 2021-2022
This plan outlines how Hibiscus and Bays Local Board and council-controlled organisations (CCOs) will work together on community priorities.
The CCOs include:
- Auckland Transport
- Tātaki Auckland Unlimited
- Eke Panuku Development
- Watercare.
This plan also creates a framework for reporting progress.

The Hibiscus and Bays Urban Ngahere Action Plan aims to recognise and replenish Tāmaki Makaurau’s urban ngahere (forest).

Hibiscus and Bays Open Space Network Plan 2019
The Hibiscus and Bays Open Space Network Plan provides a framework for the development of open space over the next 10 years.
Adopted in August 2019, the plan sets out actions to deliver a sustainable, quality open space network that can accommodate and respond to population growth.
Hibiscus and Bays Area Plan
The Hibiscus and Bays Area Plan outlines how the Hibiscus and Bays area is expected to change over the next 30 years.
It sets out the key moves, desired outcomes and supporting actions to assist in achieving the vision for Auckland and Hibiscus and Bays, as set out in the Auckland Plan and by the Hibiscus and Bays Local Board within their local board plan.

Hibiscus and Bays Local Board Centre Plans
The Hibiscus and Bays Local Board has adopted centre plans that outline the priorities for future growth and development of the area’s four town centres in Browns Bay, Ōrewa, Silverdale and Whangaparāoa.
Each plan sets out:
- the desired outcome for the town centre
- key moves to get there
- actions and projects.
Browns Bay Centre Plan
The local board adopted the Browns Bay Centre Plan in September 2016. Significant progress has been made, including:
- identifying, consulting and designing gateway markers
- implementing a shared surface concept for Inverness Road, allowing for farmers markets and special events.
We are still working on:
- investigating and implementing policy for undergrounding power supply along Beach Road
- developing a management plan for the Village Green, enabling various community-building activities.

Ōrewa Centre Plan
The Hibiscus and Bays Local Board adopted the Ōrewa Centre Plan in December 2015.
Significant progress has been made, including:
- extending the Ōrewa Boulevard concept from Riverside Drive to Empire Road.
We are still working on:
- a review of Ōrewa Square to create a public space coordinated with the future development of the Ōrewa Community Centre
- the future long-term use of council assets and how they may be used to support the town centre.

Silverdale Centre Plan
The local board adopted the Silverdale Centre Plan in November 2015 to outline the priorities for the future growth and development of the Silverdale area.
The plan sets out:
- the desired outcome for Silverdale
- key moves to get us there
- actions and projects for Silverdale.

Whangaparāoa Centre Plan
The local board adopted the Whangaparāoa Centre Plan in December 2018.
Since the Whangaparāoa Centre Plan was adopted in 2018 significant progress has been made to:
- improving the library forecourt space and pedestrian access to the Coast Plaza area.
We are still working on:
- undertaking a walkability survey and adopting a programme for phased improvement and implementation.

Hibiscus and Bays Local Board Greenways Plan
The Hibiscus and Bays Greenways (Local Paths) plan is a visionary and guiding document intended for use by the local board, council departments, council-controlled organisations, community groups, developers and other interested parties.
The Hibiscus and Bays Greenways Plan outlines long-term actions for the Hibiscus Coast and East Coast Bays area, with a view to setting priority projects up for funding and implementation over the coming years.
Mairangi Bay Reserves Management Plan
The Hibiscus and Bays Local Board adopted the Mairangi Bay Reserves Management Plan on 18 March 2015 following a public submission and hearing process.
The management plan is a statutory requirement under the Reserves Act 1977 and provides a guide for the future management of the Mairangi Bay Beach Reserves (including the associated coastal walk) that encompass Mairangi Bay Beach Reserve, Sidmouth Street Reserve and the Montrose Terrace reserve.
The plan offers a general direction for management and expenditure by the council during the life of the plan. Budget allocation is carried out through the long-term plan and annual plan processes.
We will keep the plan under continuous review so it can be altered for changing circumstances or increased knowledge.

Penlink Business Case - Auckland Transport 2014
Penlink is a new 7km arterial link proposed between SH1 and Whangaparāoa Road.
The new road will relieve traffic congestion on Whangaparāoa Road and the Hibiscus Coast Highway and when built will improve travel times and journey reliability in the area.
Improved connections will facilitate planned growth in Whangaparāoa and Silverdale and support economic activity, e.g. in Dairy Flat and Silverdale.
Key facts
- The November 2013 business case had a sound economic benefit cost ratio (BCR) of 2.9.
- Designation was approved in 2001, based on a two lane road. Alteration to designation was granted in 2016 to accommodate up to four lanes and extend validity of the designation by 20 years.
- Land purchase has been completed for the whole project.
- The Penlink project is not within the Auckland Council's current long-term plan.
- Penlink is listed within the Auckland Transport Alignment Project (ATAP) as a medium-term priority completion in decade two.
- Estimated design construction cost is $282 million.
- Estimated time to design and construct the Penlink project is five years.
The local board's main priority is to advocate for getting Penlink built as soon as possible.
It is vitally important to our area and will improve travel times for our residents in the Hibiscus Coast and allow business growth in Silverdale.
