​Upper Harbour Local Board Plan 2023

Our local board plan is a three-year strategic plan that guides local board activity, funding and investment decisions. It also influences local board input into regional strategies and plans, including the Auckland Plan (the 30-year vision for Auckland), our 10-year Budget (long-term plan) and the annual budgets.

Upper Harbour Local Board Agreement (budget)

The local board agreement sets out the local board's budget and funding for activities and performance measures for the financial year.

Upper Harbour Local Board Emergency Readiness and Response Plan

In December 2024, the Upper Harbour Local Board adopted the Upper Harbour Local Board Emergency Readiness and Response Plan. This plan was developed with Auckland Emergency Management with input from the wider community.

The plan provides people in the Upper Harbour area with advice and information about:

  • local hazards
  • preparing for emergencies
  • responding during emergencies.

Upper Harbour Pest Management Strategy

This strategy provides guidance to the Upper Harbour community on how to prioritise and plan community-led:

  • animal pest-control projects
  • plant pest-control projects.

These projects will help protect and restore native biodiversity in the area.

Pest plants and animals compete with, prey on and damage our native species. The pest management strategy recommends actions most likely to strengthen native ecosystems in Upper Harbour.

​Upper Harbour Local Parks Management Plan

The Upper Harbour Local Parks Management Plan covers around 260 local parks and almost 800 hectares of land.

It provides a policy framework to guide local park decision-making over the next 10 years.

The plan also advises how we can use, protect and develop parks in the Upper Harbour area.

Upper Harbour Wheeled Recreation Assessment

This study evaluates wheeled play opportunities in the Upper Harbour Local Board area.

The study looks at:

  • different facilities and the activities they support
  • how accessible they are
  • their condition
  • how they relate to other assets.

It also considers current population distribution and future projections.

It was adopted in April 2022.

Upper Harbour Local Board - Joint CCO Engagement Plan 2021-2022

This plan outlines how Upper Harbour Local Board and council-controlled organisations (CCOs) will work together on community priorities.

The CCOs include:

  • Auckland Transport
  • Tātaki Auckland Unlimited
  • Eke Panuku Development
  • Watercare.

This plan also creates a framework for reporting progress.

Upper Harbour Local Paths (Greenways) plans

Auckland's greenways plans are a series of visionary networks being worked on by local boards.

Their long-term aim is to improve walking, cycling, recreational and ecological connections across the region.

Upper Harbour Greenways Plan 2019

The 2019 plan builds on and refreshes the 2015 plan. It also investigates some additional connections to improve transport and travel in the area.

This is the long-term greenways plan for the Upper Harbour Local Board area. It is a guiding document that provides high level direction to improve the open space network.

Upper Harbour Open Space Network Plan

The Upper Harbour Open Space Network Plan will assist the local board decision-making and provide a framework for the development of open space over the next 10 years.

The plan sets out actions to deliver a sustainable, quality open space network that can accommodate and respond to anticipated population growth.

The plan was adopted by the local board in September 2018 and revised in October 2019.

Upper Harbour Strategic Play Provision Assessment

The Upper Harbour Strategic Play Provision Assessment looks at how to improve the network of play experiences in the local board area.

The plan was adopted in August 2018.

Upper Harbour Local Board Economic Development Action Plan

Local boards have an important role to play in local economic development and provide useful input to regional economic development initiatives where appropriate.

Development of a local economic development action plan provides a mechanism to identify local economic development issues and opportunities. The plan identifies and implements initiatives in response.

The plan was adopted in December 2015.

The Luckens Reserve Concept Design and Masterplan provides details of development planned for the reserve.

The Sanders Reserve Bike Facility Analysis and Development Strategy is a document assessing the area's existing track facilities.

It was adopted in May 2022 and will help us develop a strategy for the site.
