About the plan change

The NPS-UD and Resource Management Act Enabling Housing Supply Act 2021 have introduced new concepts for “well-functioning urban environments” and “qualifying matters”. The NPS-UD also includes specific direction on urban resilience to the effects of climate change. PC 80 integrates the concepts and terms, well-functioning urban environment, urban resilience to the effects of climate change and qualifying matters, into the objectives and policies in several chapters of the Regional Policy Statement (RPS).
