does not mean that freedom camping is allowed anywhere not shown.
In addition to the bylaw rules for the areas in Ōtara-Papatoetoe shown below, you also
cannot freedom camp:

council reserves (parkland held under the Reserves Act), unless we set aside areas for this in future
- in
regional parks
- in
car parks where parking is reserved, and/or a fee is charged to park (such as council parking buildings).
